Observe issues and pull requests, and the GitHub Actions workflows in a repository.

Issues and pull requests — set EKOS_GITHUB_OWNER and EKOS_GITHUB_REPO (and optionally EKOS_GITHUB_TOKEN, EKOS_GITHUB_PER_PAGE, EKOS_GITHUB_MAX_PAGES) before ekos build. The connector was verified live against a real repository with about 1,600 issues and pull requests (RFC 0062).

Workflows — .github/workflows/*.yml in an observed repository are parsed by the CI/CD analyzer into structural objects.

Commit history — from the Git observer, not the GitHub API.
